Tayeb Louh,Minister of Labour, Employment and Social Security said today in a press conference reported by APS that the government will introduce new tax incentives to encourage entrepreneurs to invest in development projects in the south. These new incentives consist of reductions in social charges and taxes aimed at encouraging investment to creates wealth in the region, and increase job creation. The minister acknowledged that some wali's in the south said they lacked the means of implementing projects.
In anearlier report the newspaper El Watan highlighted the what demonstraters said was the inefficiency of local administrations in dealing with unemployment in the Southern regions. Liberte notes that the government has spent huge somes on development projects but this has not resulted in a sufficient increase in employment opportunities.
This is the result of a longterm failure of the Algerian government to diversify its economy from its dependence on the hydrocarbons sector. The swift reactiono f the Sellal government following the demonstrations illustrates their awareness of the potential for social disruption because of long term unemployment. What is less clear is whether the measures taken will be effective.
